I come therefore to point out to you that it is the duty of officers administering the Colony to give explanation as to the manner in which any money drawn from a Service vote, is appropriated otherwise than the object of the Service for which it is voted, as reported to the Governor.

But before answering the present despatch, wait for the Estimates for 1891 in which the revised salaries will appear, in case any alteration may then be given with the decision of the Secretary of State for reconsidering not to raise any Medical Dept. salaries in this Colony.
